What guarantee do we have that people who sell lottery tickets, whether it’s the store owner or an employee, can’t scan the back of lottery scratch-off tickets and keep for themselves or sell to friends the larger winning tickets?

You mean scratch cards?
There’s meant to be a complex way of reading the barcodes on the back of the scratch card to see which symbols are going to come up; but the chances of shop keepers knowing the code are probably very low.
The only other way would be to scratch off every single card and there’s probably no chance of that happening because they’d lose money if they had a bad roll of tickets.
The bar code on the back of the lottery ticket contains no information about the prize.
Some states have a form of bar code on the front of the ticket that will tell the store owner what the prize is, but this bar code is under the scratch off material, so it is pretty obvious if they rub this off to check the ticket. Few people would accept a scratch off ticket with part of the scratch off bit already scratched off.
the only way you can scan the ticket properly is if you scratch the front of the ticket. there’s five or four numbers that are underlined that you need to type in. trust me ,if it was that easy for people to win money like that the lottery people would know about it. COME ON NOW.
here in Illinois there is a 4 digit code one the scratch off part of the ticket.. that must be put into the machine to validate the ticket.
also many places has security cameras all over the counter area … to stop that type of theft..
also what many places are know doing is installing machines that sell instant tickets
As others have said it’s not possible to do it. Here in Minnesota you have a barcode on the back. To see if it is a winner you need a 3 digit # which is under the scratch off part.
There is a code under the latex that must be scanned, the bar code on the back has nothing to do with winning. If the latex is scratched or altered in any way don’t buy it, same for loose tickets, buy them off the roll.
